As much as I dislike agreeing with Kurt, I don't see the benefit of of collecting our own provincial income tax. It wouldn't really impact the cra, but it would create a bunch of additional government employees in edmonton. How much more should we spend to be in the exact same situation.
Now leaving CPP on the other hand..

Of course it impacts the CRA. The CRA collects all your income tax. Not the Alberta gov't. The CRA then gives the Alberta gov't the prov. income tax. Then the ruling party gives our income tax to us -10% to -50%.
I highly doubt we could do it cheaper than what the cra charges us
That's not the point. The point is to cause a cash flow crunch. The rest of Canada is highly dependent on the money Alberta provides.
