    Yes.

    Canada doesn’t really do a strong mayor system, so it’s not just an Alberta thing. Toronto’s mayor is ‘stronger’ than others but it’s still paltry executive power when compared to say, US cities with a million plus people.

    Canada doesn't really have a separate executive branch in any level of government. Not like some places.

    In a word, no.

    In more words, kind of but different. The City Manager and Department heads would be the equivalent of a cabinet as part of an Executive branch but missing the monarch like the provincial and federal executives.
