We had a similar issue. Not a whole lot you can do as the buyer they hold all the cards (assuming you want to sell). We got extorted for $1000 for literally no reason the day before close, and our options were to give them $1000 or not sell the place. Super shitty thing to do but I think it's fairly common.
Same thing happened to my brother recently. Buyer agreed to everything then claimed the home needed a new roof at the last minute. Inspectors sided with my brother but it was obvious what the buyer was trying to do. My brother was moving provinces so he had to sell the house, and lost $5000 just like that (the discount the buyer demanded).
If all you have to do is replace a tap or two, just do those little things, you're getting off easy.

Yeah I’m just happy it’s done, didn’t get the money today but not a big deal as I know the lawyer received it and paid out the mortgage. It’s been such a shitty week I’ll take just this one small “win” for now.

It’s never a bad idea to ask more deposit when dealing with the initial offer. It can separate the shitty people from the serious ones.

I actually got them to double the deposit from their original, on the realtors suggestion.
A few years ago I didn't waive conditions on a house (listing said concrete foundation but it was treated wood).. Then put in an offer on another place with a bigger than usual deposit (per realtors advice, competing offers), was still waiting for my first deposit back when I had to go get another bank draft. Pretty sure your brother got fleeced by his realtor being inadequate. The conditions of the contract are clear and if the buyer does not take possession of the property they forfeit their deposit as well as are liable for any expenses accrued (realtor fees). This is also why you ensure the buyers leave a reasonably large deposit as part of the offer too. Don't let them get away with 5k deposit, they should have a sizeable chunk of their downpayment ready to put as a deposit.
It is not fairly common which is why you don't listen to anecdotal bullshit from Mr. Wall-of-Text.
