If things ended exactly like the "most likely" outcome of that projection shows, then the CPC has no chance of making a coalition with the BQ to hold a majority. That'd leave NDP holding balance of power.
Lot of time for things to move, hope the CPC can keep ticking upwards, even 5 more seats would be a pretty big difference, and if they came from the NDP that's fine by me.

CPC tends to get more votes but the prairies are so heavily right it means the rest of their ridings are tighter races. Don't forget that the LPC still is the government and remain in power regardless of the vote count.
In the case of a minority result Trudeau will recall parliament and ask for a vote of confidence of the PMs regardless of the CPC winning more seats than LPC.
So that is when the NDP holds the balance of power-by supporting the LPC.
