Long story short: Government Accountability Office finds that TC Energy's record is among the worst in volume of oil spilled per mile transported, validating the Biden Administration's decision to cancel the project.

I'm not familiar with the ins and outs of pipeline safety, leak prevention, etc. I figure there are a few of you that are more well-versed than me on this. Objectively, what are your thoughts on their criticism of TC Energy's track record? There's no doubt that Keystone XL would've been great for us as Albertans.

Some of the main points:

Using PHMSA’s performance measure for the number of accidents
impacting people or the environment per total miles of pipeline owned by
an operator, Keystone’s six such accidents put TC Energy consistently
better than the nationwide average, though less so in recent years

According to PHMSA’s reported 3- and 5-year averages, as well as a 11-year average we calculated using PHMSA
data, TC Energy was consistently below the nationwide average of
accidents impacting people or the environment per pipeline mile, although
less so for the most recent 3- and 5-year averages (see fig. 5)

Although TC Energy was better than the
national average over the decade and for the 3-year average (2018-2020)
for this measure, it was worse for the 5-year national average (see fig. 6).
PHMSA reports that when ranking operators’ 5-year averages from
lowest to highest, TC Energy ranked 57th out of the 80 pipeline operators
with 300 or more miles of pipeline carrying crude oil, refined oil products,
or biofuels. TC Energy’s 5-year average ranking reflects the fact that the
two largest oil spills in Keystone’s history occurred in 2017 and 2019.

From Fig 6:
The Nationwide (US) 5-year average for barrels spilled per "billion barrel miles" is 8.36
TC Energy had a 5-year average of 9.03
A difference of 0.67 barrels per BBM

So they cherry-picked a narrow time period where TCE had two of their larger spills to justify their foregone conclusion to cancel a new project being built with the previous lessons learned.
