I think in general most will abide... Traffic today was probably lowest I've ever seen it. When I did gas up, there were some small car owners bitching about being cut off at 30L. The high volume nozzle diesel pump - just kept on going Diesel truck privilege? Fleet card? Apparently some of the retailers have some ability to automatically limit purchases...
The accumulating stacks of stored sea-cans are getting pretty nuts though...
Even a modest # of people complying makes a big difference.
