The main mitigations measures that protect Calgary are the reservoirs that already exist and the upgrades at Glenmore. Those defenses have massive capacity and that capacity has not even begin to be utilized.
Glenmore and ghost have NOT started holding back water. In fact Glenmore is lower than a week ago.

Springbank dam was so contested because the spring bank option doesnt have a very large storage capacity and doesnt provide a solution to bragg creek.
