Ukraine is desperate to get the US directly involved, so whatever they do, it has to create such moral outrage that the "whole western world" will demand action.

It could be that Putin just has too much money from selling natgas to everyone else but Europe, and has to buy something. Save Russian nukes for real targets. Same thing with the USA, never use your most expensive stuff unless someone else has paid for it.

I'd assume the next plan for Putin would be to throw some money at Haiti, and get them to station a few low quality short range nukes on land or offshore. Carbon copy of Cuban missile crisis, 60 years ago.

When they went in to defend the Russians in Donetsk and Luhansk, that's all they wanted. Donbas and Kherson were added later, and now Ukraine will lose MUCH more than if they sat down and talked about Russians concerns.
