Funny enough, Russia is probably more free than Canada in some way. In Canada there is so many rules and regulations, in Russia, you just do whatever whenever and be done with it. At most you will get a small fine. I watched a YouTube video of a dude who lived in Germany for like 5 years and moved back to Russia and he summarized this very well. It's true if you think about it. In Canada, want to build a house, well you have to go get a permit, have to do things to the rules ect ect, in Russia, you find a piece of land, doesn't matter if you own it, pay Vlad a bottle of Vodka to come out and dig a foundation, pay Tolic with a some smoked fish to drop off half the load of concrete that was destined to a construction site, and find some speaker wire to do your house electrical, and you are done, you own a house. Put a fence around it and you can probably live there for 10+ years before anyone questions anything. Sure eventually you might get caught, but then you just repeat the above somewhere else and call it a day. Russia is a country that is very much used to working with what they got, it's always been that way, so people come up with ingenious ways to do everything. I always make fun of my dad when he does some things, I call it "kolkhoz", which is a collective farm in the Soviet Union....but basically means made like shit from what you got on hand.

Chernobyl is basically right on the Belarus border and sits on the closest route from that country to Kiev. May as well capture it as they control the region now, I don't think a decommissioned power plant is of any real strategic value.
