If Putin is using vacuum bombs, its absolutely devastating to enclosed air cities and people in buildings. They are tactical in that they tend to vaporize people, but leave most non-flammable structures intact.

As for automated AI or remote controlled robots: Never felt it was "true" conquest. If you want to claim physical land in a war, at least one human must have set foot upon it.
If you simply go by robots, the first rover that planted a flag on the moon would have been adequate claim. And then it wouldn't be the USA.
Likewise, you can't just have a soldier fly over the area (like McCain over Vietnam) bomb the population to zero - and claim victory. At least one human has to have a foot on that soil for it to be victory. If Putin were to physically set foot in Kiev, I would consider that a undisputed victory for him and a loss for Ukraine.
Just a ramble as robots begin to take over the battles.
