They were already starting to see the backlog in 2019 in the first year of the cuts, prompting a frantic attempt to re-fund it (which did involve begging the feds to cover the bill, but they only covered part of immigration and refugee-related legal aid). So thebacklog was starting to ramp up before Covid hit, so they tried the moratorium on evictions to give the system a break (not wanting to have people evicted during a pandemic, and those people being the ones who typically need legal aid amde it an easy move), but then all those cases came back when the moratorium was dropped, bringing in the slow-moving groups back into the system.This quote is hidden because you are ignoring this member.
