There's also a secondary goal for many involved. That's signaling the all clear to get rid of O'Toole, because a significant portion of the party have been afraid to risk speaking up so he doesn't purge them. I know through my work shipping costs have sky rocketed and are 10 x higher than they were before. Reducing those able to work will only further increase costs.
