I agree in the sense that many of the gun laws tend to draw a pretty arbitrary line, but I think that's because a line has to be drawn somewhere. The Government of Canada, ultimately, chose concealability and barrel/firearm length as those lines. It sucks for those firearms that reside on the opposite side of that line, but regardless of where you draw that line, there will always be a subset of items that are right on that bubble who will be upset about it. Keep moving the line to appease that group, you just create a whole new subset of people who are upset, and the cycle continues.
Case in point, does it make much sense that there's a 5-cartridge limit on centre-fire, semi-auto long guns when there is no capacity limit on rim-fire, semi-auto long guns? Not really. But the federal government chose to say they are okay with lots of .22 fire and nothing else. If you keep appeasing to the next group of bullets on the scale, eventually you just end up allowing it all.
Politically, and Constitutionally, it's easier to restrict equipment than people. Start adding additional requirements for people to get guns, and people start screaming about how it infringes on their freedoms.

It is that the line keeps moving, and not based on anything resembling common sense or scientific proof and reason. It keeps moving simply out of the appeasement of an extremely unaffected voter.
