That's not really all that accurate. Republicans contested Al Franken's election in Minnesota and he didn't get seated for seven months. (Oh look, more anti-democratic moves by Republicans). So they only had 59 seats for a while. Then Senator Byrd was hospitalized and couldn't vote on anything so even once Franken was seated they still only had 59 votes even though they had 60 seats on paper.

It was only when Ted Kennedy died and the special election to fill his seat happened the next fall that the democrats actually had 60 seats in the senate. Which lasted a total of 24 days in session before they lost their super majority again. (Brown got sworn in to give republicans the edge again).

Cost benefit. Probably cheaper long term to pay for travel than it is to pay out mat leave, sick time and having to hear about the kids for 18 years in the office.
