Calling it fully funded is generous. When Legault was actually promoting the project in 2020 they were still short on investors beyond the two big names they had. Fast forward a year and other North American LNG projects were being cancelled and postponed because of the struggle to secure demand, they didn’t even get to the pipeline application they needed by the time the Quebec government decided to cancel it. Seems logical that the financing wasn’t secured and the project shifted to being stalled in planning and became. a convenient political play for the CAQ to win back some votes. Similar to Northern Gateway, putting a knife into a dead project and taking credit for killing it.

It’s not like Quebec was set out against this one like Energy East. This is what the premier was saying about it when they were actively promoting it:

“I think it’s good for the planet. We need to be open to the possibility that natural gas becomes a transition fuel that replaces coal and nuclear facilities in Europe and Asia.”

While I appreciate you spent a bit of time Googling it (which is more than you do for most topics, I'll grant), nothing you wrote is even remotely accurate. The project design was proceeding full-bore right up until the day the gov't canned it, under the auspices that they didn't believe the company's analysis of the carbon-neutrality due to offsetting coal emissions. The denial was a major surprise to the project. Once the federal and QC governments killed the export facility, there was no need to continue with the pipeline application for obvious reasons.

The U.S. cancelled over half a dozen in 2021.

Converting regassification import terminals to liquifying export ones has driven the U.S. development. No regulatory environment in Canada would compete with that.
