If the manufacturer decides to put out a promotional rate on a certain model, let's say for 1 month, the MSRP didn't change and the dealer invoice price didn't change for that month. So the cost to the buyer who planned to finance the vehicle, can change a worthwhile amount based on these promotions.

If the offer is X cash off and regular interest rate or no cash off and 0.99% then sure what buster is saying makes sense. Which lot of manufactures do on one year older models. But if it's a brand new model that you can walk in with cash and can barely get them to move on the price even then, the .99% is absolutely a bit of a deal. Also, people assume just cause it's .99 they won't move on the price...they always do a few g's no matter what, and even if you were a cash buyer, they aren't going to suddenly drop 10k-20k off the msrp on a brand new, current year vehicle typically speaking.

It's just a way to do it that doesn't seem to signal to the market that sales are soft. And apparently it works.
Oh I agree that these interest rates are a signal that market is getting soft for sure. I just know from experience and a lot of it that for the current year car, early on in the year, majority of manufacturers will simply not drop the price off MSRP by THAT much...that it makes some sense that you at least get an aggressive interest rate, while still trying to negotiate as much below msrp as you can.
