TL;DR no winter tires in bus sizes, just M+S and it doesn’t make much of a difference. Winters are available for the small busses but those rarely get stuck as they operate on priority 1 plowed roads.

Insurance companies just need stop covering any vehicle damage caused by lack of proper tires.

Sure but the consequences of driving without insurance after that are so low, that you're not changing anything...
The only thing a policy like this would cause is increased premiums for people paying for full coverage, due to being hit by uninsured drivers.
