Is HR really going to spend time talking to people that you self-selected as people who will say good things about you? Has a candidate ever submitted someone who is going to say bad things about them?
Though I can see value for someone with little to no work experience (I've been a reference source for plenty of my players for their first jobs), but beyond that, I think it's a nonsensical practice.
Better still, how does HR know that the reference is who they say they are?
