Not quite that low, but the year they drafted Connor McDavid they had the 3rd best odds. Arizona was 2nd, Buffalo was 1st, and Edmonton pulled the #1 card to jump over them. I think there have been bigger jumps form other teams but that's maybe the most remembered.
