I think this is a situation where less information, In both your hands and the CRA’s, rather than more is valuable.
I imagine the letter of the law and spirit of the law are in conflict which tends to be messy and expensive.

Update: i ran through my taxes with and without claiming, and it was a many thousand dollar difference for the return if we did or did not claim it, so i wasnt going to just say screw it.
Talked to CRA today (which was actually a good experience). Walked through the question and the background, he went step by step through the questionnaire for the move to be claimable. Zero mention of remote work is in their documentation, and the assumption is that at any time she could be asked to come into new location for work.
End of it, guy told me he would claim it if it was him. Worst case we hold the money and have to return it (wouldnt be fined if we were wrong).
