A signal shows your intent to move over. If there's no space, and especially if there's no immediate need (no exits or anything coming up), I'm not going to slam on my brakes to let you in. I'll let off the gas to start making space, or you can wait until I pass and get in behind me.
But also if you've been signaling for like 5+ seconds, and waiting patiently, I'm almost guaranteed to let you in. It's the people that try to line up, start moving over, and touch the signal after they're already halfway in your lane that drive me nuts.
