So let's say that you work your ass off, put together another welding truck. You hire a guy to run the rig. But then this guy under cuts you on the same jobs that you have bid on, then uses your equipment and supplies to do the job that you didn't get. You ok with that? He's just bettering himself.
There is no comparison here, unless you think side-jobs are being performed at the place of employment, using the employers equipment?

No, but that's not how it works with welding rigs and definitely not at home lol usually you buy your own tools for the job as a mechanic, you do with those tools what you will.

If I have a guy running MY rig, you better believe he's working where I place him with it, or he's out the door. You can't do that with mechanics.

OP, get this guy to help you. He can show you how to get the job done.

That does happen, employers let technicians use the shop after hours to repair their own vehicles. But will bring in side jobs instead.

There are very few repairs that can be done without a scan tool or service information, both of these cost into the thousands. Neither of these are technician tools. Very few techs own their own scan tool. I have never met a tech that has There own Alldata subscription. In job interviews, it is very common to be asked if you do side work. You will probably be hired no matter what you say, but will have some restrictions on what tools you are allowed to bring home. I'm not against side hustles, but I feel that laws, ethics, and fairness are important and should be followed.

Don't the vast majority of both welders and mechanics own thier own tools?

They guy you got to repair your car has no insurance, no licenses, no governing body. You gave up all of those protections trying to save a few dollars. You don't even have proof of life for your car right now, you don't know what this guy has done to it or if it is even drivable. When you do get access to your car, I would tow it to a reputable business and get a full inspection on it
I completely agree with you. I admit to being naive. We have a mutual friend in common, and he had done work on my vehicle a couple of times before. This is a very hard and painful lesson. The thought of him replacing parts in the engine or selling them has come to mind. The first thing I was planning on doing, is to take it to a licensed mechanic to get it inspected, and to see if engine parts had been manipulated, or swapped out for cheaper parts.

Not sure if it's been suggested yet but have you considered reporting him to the cra? If it's all side jobs he's doing and not reporting then hit him where it will hurt.

Then go file a small claims action. Read cashmoneys thread to see how easy it is.

Sounds like the property owner already told you what to do to get your car back. So show up there, phone the police, do not reference any prior interactions about this, say your car has been stolen and you found it in a locked yard and need the police there. When the cops show up, you've satisfied the property owners requirements to let you in, then go get your car.

The Police have told me it is a civil matter. Otherwise, I would have done this a week ago.

The Police have refused to show up. I requested this, however, they informed me it is a civil matter, and they would not come to the lot. I'm not sure I am following you.

Let me try. What I think @Misterman is saying is: go to the lot, confirm your car is there. Call the cops and say my car has been stolen and I found it in a locked compound...

Don't reference your previous interaction with calling the cops.

I'm not sure how this hasn't been resolved yet. Especially if Gogazoo2 gets involved.
