People make far worse personal decisions at a greater volume like smoking, drinking, or diet that cost the system far more than the 0.000000000000001% for hormone blockers. I'm not even in support of hormone blockers for developing kids because the research hasn't been done. For me, it's an incredibly high-risk situation given the knowledge gap surrounding it. But to bring up your tax dollars as a talking point is frankly meaningless here.

First of all, what teacher ever called a kid by their preferred name? Any school I ever went to, teachers all just read the name on the class list, and that's how they addressed kids. And if James is such a little bitch that he will have to cry on the floor in the fetal position if the teacher doesn't refer to him as Jimmy, then I doubt it's any big deal for his parents to just consent to the teacher calling him Jimmy.
