It’s a condo, should’ve just made the condo management deal with the situation. Typically they hire a company to do the remediation and then they bill the guys insurance. With patchwork like that I doubt the pos contractor dried anything out to actually deal with the water damage
I would call your own insurance company and explain the situation. They might step up and fix the work and sue the guy themselves, at which time he would have to go to his insurance company. Your insurance company should have been your very first call even if just to register the situation with them.

I've talked to Owner A. He's asked if I can give the original contractor a chance to fix it, but I wasn't terribly interested in inconveniencing myself again for the off-chance he will actually do better work. He has agreed to let me find my own licensed contractors and to send him the quotes.

make sure they look in behind there for mold growth. drywall usually starts molding within like 24-48 hours. That's if its your primary residence. If its a rental then just let it mold baby let it mold.

You may be able to file a claim with your insurance company to have it fixed. They will then subrogate the claim to the occupant above you. Normally they will send a letter to the occupant once the claim is opened stating that they may be deemed responsible for the damage and to pass this along to their own insurer to deal with it. If the occupant does not, insurance company will sue the owner.
This is why its best not to pay our of pocket for repairs for which you are responsible. If you try to fix it on your own you generally cannot then go to your insurer after the fact to open a claim to pay for the repair. Whether you fix the issue or not, the injured party can sue you and you'll not be able to tap the insurance company to handle it for you.
It may be that your insurance wont cover this as you've tried to work it out outside insurance, but I think this is mostly applicable for the party which is responsible for the damage.
That work is horrible btw, surprised they didnt come in with a poster of a countach, pin it up over the hole and call it a day.
