Mystery solved! It seemed crazy that we couldn't spot a flare stack on sat imagery. Wonder why they suddenly needed a stack there.

Is till think that other thing was an incinerator, it looks to have an open top so maybe it was at the end of its life..

Old contaminated ground was the right answer.

I dont believe so, they flare whats left in tankers before they work on them i believe.. their website states that capability. you can see the piping running back to the facility in the one screen clip.
