I have some problems with lights.
However, the fuse looks ok, no dark on the fuse. But I didn't check the fuse with fuse tester. Can I tell just looking on the fuse if fuse is ok?

Nope, sometimes you can't tell just by looking. Sometimes I've had fuses that look like they should work fine, but they have a small hairline fracture keeping it from conducting...

I just bought "Hevay Duty Circuit Tester" and want to check fuses on my car.
Should I start car to check fuses? Or I can check fuses without starting the car?

Does your tester have a ground clip, and you probe the fuse to check voltage? If so, you'll need the car running or have it in the key in the ACC position.
If its a continuity tester, then pull the fuse out and test it.
An easier way is to find a fuse of the same rating in your fuse panel (one that you know works) and swap it.
