the 300zx tt's should usually run consistant low 14's high 13's
and a stock 240sx should be around high 15 low 16's

Stock Talon Tsi AWD should run high 14s with a good driver
FWD would probably be around 15.5

can you back that up by saying you've ran at another track and can compare times? I've raced there 3 times this year. Various states of tune each time and the ETs were within a tenth of what I'd run at SIR (sometimes better sometimes worse) at that level of tune. I did notice traction was a little tougher to get at this track since it was cold and late in the year but MPH was exactly where it should have been.
I think the elevation is what a lot of people use as an excuse for piss poor driving and tuning. This probably doesn't apply to NA cars but turbo cars should run the same here as they would in Saskatchewan. I don't doubt that there's a difference between here and Colorado or here and southern California but those are big elevation changes, its only about a 1300 foot difference between here and SIR and I don't think that matters enough.

I'd say less than 50%. Probably closer to 15-20% if that. Atmospheric conditions are pretty much like anything else in drag racing. You can tune around them if you need to and run the same times. Drag racing is 80% tuning and driving and 20% parts. Too many people slap together a setup and can't run fast with it, then the excuse book comes out.

typhoon's at sealevel run 12.8 and the syclone runs 12.4 so up here add a second to those times. You can stick the typhoon turbo on a 4.3 you just need to lower the compression in the engine.
sea level to up here maybe a .5s diff. if that. Saskatoon to calgary, like I said, no difference. But then I could run the advertised stock time for my car back in Sask. (stock) so that leads me back to altitude having very little effect on turbo-charged cards.
