does it run quieter than a regular cpu fan, the one on my celeron isnt too quiet.

looking to get something that could go in the living room and not be noisy.

This setup is silent once done. You are able to run 2x120mm fans through the heater core at approximatly 1000rpm, silent. Doing this, I had an AMD2400+ running at 2.5ghz with no problems and with a silent setup.

it has a window im assuming did it come like that or was it cut after?

This window was cut into the case, however if you do not like it, a replacement side panel could be purchased at ME or off ebay for about $40.
