Lots of time when they are getting fixed, they have these. My buddy works for a shop in Richmond that fixes RCMP cars, and when he test drives, he has to have the cover over the lights.

its just when a non-police officer is driving them, for transport, road test, etc. I once saw about 20 of them driving down the road.
