It's a hollow shell that goes in between the lens and the camera body.
It allows the lens to get closer to the subject while keeping it in focus (reduces the minimum focus distance).
Unfortunatly it also lets less light into the camera, and makes infinity focal distance impossible.

Does the filter protect you camera? I mean the telescope will sure concentrate the sun's rays on a small area.
Kinda like a magnifying glass and paper.

Yup, the filter blocks out (literally) 99.9% of the light before it even goes into the telescope. There are some really sweet solar filter set ups out there that actually let you see the solar flares and stuff (basically makes the sun look fiery), but those start at about $800, which is more than I'm willing to pay.
