^shouldn't the company tell the customer the price, and the customer sees if the price is right, not the other way around?

Don't know what he wants... He said "help" so i dont know if that means he wants help making the site (needs some guidance) or needs me to create the site.

Sure, if you are looking to buy a site you give the details I give the price. But if you are looking for more of a helping hand then it would most likely pay per hour, in which case I the price has to be right.

Most of the clients I deal with come to me and tell me thier budget right off the bat.

Set prices are useless in web development unless its a set per hour price. Otherwise they can pay you a lump sum and have you working for years!
