best way to get rid of rust?

i have a few spots on my car where there is some rust, not big spots but a few loonie sized spots, im just wondering the best way to tackle this problem, body shops or w/e else you guys recomend what would be the best and what are some prices i am lookng at to do the work, o ya car is a 94 integra if that helps

best as in cheapest? or best as in wont come back?

cheapest = sand, sand, sand, then paint

wont come back = cutting the rust out and welding in new metal

to stop it from spreading you HAVE to cut it out and weld new pieces in, anything else is a temporary cover up, however if you dont mind touching it up every so often then giver'

lots of sanding and a rust fighting chemical... u can find it at most automotive places, it turns rust black and slows it from spreading, plus some of them act as a primer
