Cruising at 60MPH, stomp on the gas, RPMS increase to 3500-4000, MPH slowly decreases.
At a stop, stomp on the gas, RPMS skyrocket but car doesnt move.
What is going on?

Sounds like you need a new clutch.

worn clutch or not shifting right, but probably sounds like
a driveline problem..take it to a mechanicc

stomp = automatic?
sounds like you need yourself a new hydraulic torque converter.
