As long as you come to a complete stop, (ie your wheels have ceased movement and you feel that 'jerk' forward) you may proceed. There is no 'time minimum' you must hold that.
Weird, I just checked the Alberta Highway Traffic Act (section 98) and the City of Calgary Traffic Bylaws, it has no mention of the 3-second stop rule. The city by-law (2)(1)(ao) states "stop" means "when required, a complete cessation of vehicular movement"
Can you imagine people everywhere stopping for 3 seconds at a four-way? Roll, stop. One-one-thousand, two-one-thousand, three-one thousand, go. I've never heard of that, and I did pass my drivers test.
