Chicago's 2015 cup win was over the cap. You can argue if it was legitimate or not, but it was over the cap *if* there was a cap in the playoffs (there isn't). After this, Tampa felt this was unfair and got the league to try to enforce something for playoffs to close the loophole. Only Tampa voted for it. Vegas wasn't even around then. So Tampa did what they did to prove a point.
Again, there's doctors behind these decisions, if they figured out ways around it, and zero teams wanted to change the rules to prevent it, it's part of the game. That said, Vegas game 1 with Stone, Pietrangelo AND Carrier reactivated for game 1, the roster was a measly $750k over. They've been playing under the cap and basically had room. But continue to get angry over the narrative that it's a big deal.
I feel like people are pissed because they read cap friendly, see Vegas WAY over the cap in the totals, but not realizing that they can activate more than the 23 max roster size for playoffs even tho they aren't icing all those players, where as in the regular season you're only allowed max 23 players on the roster and have to juggle to keep it cap compliant. Playoffs just makes it easy to keep everyone activated and every team does this to simplify changing roster around easily.

You're also correct that the governors are amazingly not out for blood on this. I can't figure out why, but they should be and the fact that they aren't means the League should step in and start cracking some skulls, because many many fans are rightfully upset. If you have a peaking franchise (like Colorado, Toronto, Dallas, Edmonton or NYR) and you get fucked by a team that's also good, but got to stack themselves up a bit, those owners should be furious and their fans sure will be.
It's just not good for the game to encourage this behaviour. It's nothing like F1 because the subtle nuances of quietly introducing new technology is somewhat intertwined with flagrant cheating, and that's how racing is. Hockey really isn't that way and it's not too anyone's long term benefit to make it that way.
The owners don't seem to care and the union sure doesn't, since it means more total money spent 9n players.

My issue isn't with teams being over the cap, it's part of the LTIR and how things are structured. But at some point you have to see what Vegas is doing with Stone specifically and say it's fishy. He's basically their largest cap hit and gets LTIR the same week for three years in a row ahead of the trade deadline so they can load up another 9M in players just for him to come back in the playoffs.
It's like when teams started drawing extra long contracts just to bring down the AAV and while it was talked about as an issue no one really cared to stop it. Then Kovalchuk signed a 17 year contract and then the NHL stepped in and canned the deal as it was going too far over the line.
