Short haul doesn't make money. AC has a huge advantage over WS in that their LH network subsidizes their SH domestic network. Planes only make money when they are in the air. Flying from Calgary to Kelowna is a money loser because the plane spends most of the day on the ground.
Capital is only good if they are willing to pay the worker over the shareholder.
