Maintaining an existing good lawn is a lot different than trying to rebuild a shitty lawn. There is no way that fertilizing weekly and water will just magically fix OP's lawn - in fact, that much nitrogen on unhealthy grass would do more harm than good.
I would suggest Green Drop. Great for people that are hands off and don't care to learn. For 250 they come out 4 times a year and spray for weeds / fertilize. 2 Seasons with them and you will have a great lawn.
