Format and reinstall the OS.

your os on your compaq hd wont work with the dell - theyre different systems.

look in your bios and make sure the dell recognises the hd, if you are reinstalling, make sure that you choose the 'boot from cd' option, sounds like youre still trying to boot from the hd, and it cant find anything, hence the blinking cursor.

I removed the harddrive into another computer and it works fine.

I was wondering if the DELL has some sort of special DISK Management software to make it work with their own computers.

check and make sure the jumper setting on the compag hd is set as CS (cable select). Then check BIOS to see if it recognizes the drive. Also in the BIOS set the Primary Drive to AUTO. After you do all this you will have to insert the Dell Windows CD and rebuild the machine.
