Nothing on your average car. Apparently they are supposed to look good but I haven't seen any that do.

I have no idea why they're called "fuel" canards, as they really have nothing to do with the fuel system.
In high-speed race cars, canards such as those are used to force the car's nose down at high velocities. This keeps the front of the car from lifting off at speed, which could lead to a nasty flip/crash. The canards do create some drag and slightly lower the car's top speed, so they are used more as as a downforce supplement than as part of the standard aerodynamic package. Few cars actually use or need canards.
In other words, unless your car goes 200+ MPH on a regular basis, fuel canards are useless and will actually slow your car down.

Canards improve down force and cornering speed, the faster you go the more down force you create.
Canards were the rice of 2003.
