Acceptable ID for Air travel within Canada?

I'm planning to fly to Vancouver next weekend with my little brother. He's 16 and doesn't have any ID. He just wrote his learners and it won't come in the mail until after that weekend. Is there any other forms of ID he can use? He only has provincial health care and school ID. His birth certificate has been sent off for a passport renewal.

Nevermind, found this on Westjet.

For domestic flights (i.e. flights within Canada):

WestJet requires that all guests aged 12 and over will be required to present at the gate, during boarding, one piece of valid government issued photo ID showing their name, date of birth and gender. If a valid government issued photo ID is not available, then two pieces of valid government issued non-photo ID will be required one of which must show their name, date of birth and gender.
