Looked like he grabbed the officer's shoulder to get his attention, started falling forwards and his hand slid down to the belt. The belt certainly wasn't where he was trying to grab.

Poor decision by both the fan who touched the cop and the cop who tackled a fan into a group of people which could have seriously injured someone especially if they landed on a kid. I think he should have grabbed him and escorted him out rather than running at him with punches. Hindsight is 20/20 though.
