If that is the actual picture, it looks to me like its mixed in with a lot of other random miscellaneous growth.
Are they sure its not just accidental growth? Poppies grow just about as easily as Canada Thistle, some drug dealer might have accidnetally lost his parcel at the edge of a road afterall and next year - bam, huge bloom.

I like how they comment that its the largest bust.
In recent history maybe. Flanders fields were celebrated at the end of WWI... The poppy you put on your shoulder every November 11th is actually an homage to peace (and to take away the pain, a poppy for the fallen soldiers)
Chinese people are a little more direct, just drop the alcohol right on the grave.
California will probably point to Canadas' history come Nov 2 if they let a certain law pass.
