Every person is about to flame you about how stupid it is to get HIDs so you're going to have to ignore them. There's a few guys on kijiji that do it, they carge anywhere from $80-$140 including install.
There's a semi recent thread about this I'll pull up for you.
EDIT: can't find the exact thread but this is the guy who sold me and installed mine:

We stopped checking for monsters under our beds when we realized they were inside us.
seriously? who the fuck doesnt have HID's these days? There only a million times brighter and more safe than standard head lamps. Thanks for the tips
Who doesn't? The people that actually cares about other drivers' safety? The people that don't want to blind other drivers?Originally posted by vtec4life

I think you should do some research at how they work, and how it make things 'million times brighter', and how to make them 'more safe than standard head lamps'.
Do you assume that all HIDs are put in old halogen housings?Originally posted by HiSpec

EDIT: Though I just noticed he said '06 Lancer and probably doesn't know any better. Haha.
Thats dumb, if anything its just as dangerous for the driver to drive with crappy stock headlights that barely provide enough light than him using HIDs.

No, all HID's are not put in to old halogen housings. Well.. they shouldn't be anyway. Can I not get projectors for my car?
Sensitive much? Neither statement was directed to you and the 2nd one had nothing to do with anything but the fact that you have reflective housings.
PM 5fivespeed, he has a hook up on HID's and is very good pricing
