Travelling with minors (Anaheim)

I'm thinking about taking my gf, sister, and cousins to anaheim. I was reading on the internet that an adult that is not their parents has to have some sort of consent form. I am taking my sister and my cousin is taking his sister. They are both over 16, but not quite 18 yet. Will I have troubles at the airport even though we are siblings and have the last name?

Are there any costs with any paperwork if we do need it?

A notary seal costs around $50-75 generally.

Thanks, yeah I saw that while reading up on it. Ive had a few friends and family members travel with their siblings over 16 that did not need any letters. The website doesn't really outline anything about siblings.

Anyone have personal experience.

Have them say they are traveling by themselves when clearing customs. This should work as long as their parents are married. I did this when going to Mexico this past spring break when I was 17
