One of the other possibilities is that these multinational corporations have the rates locked down so tight that it's really hard (or impossible) for an employee to give deals out to friends and family.

The company I work for has corporate rates at Enterprise and the prices on discount websites are usually better.
Costco travel has been the best for car rentals that I have found.
Hotwire has pretty good deals: http://www.hotwire.com
There is also a Compare Box (top left area), which compares with: CarRentals.com, Expedia, Kayak, Orbitz
I looked about and found Hotwire had better deals than Costco on my one week example with free milage. Something like $55 a day for a premium luxury car like a Caddy, etc. Econo boxes were around $26 a day booking out over a week in advance.

Yeah Costco's deals are pretty good. If you're in the states, use Priceline.
