If I have to own a Oxy-Acetylene Cylinder what is the maximum cylinder size allowed to buy for non-commercial use?
Currently I have a Linde C.O.C. 250 cu. ft. Oxygen Cylinder that was from a friend who closed down his shop and moved to the states.

I dont see any reason why you can't buy full size bottles. My buddy has a couple in his garage. I believe he got them from Air Liquide
You can get full size bottles, most likely just rent/lease the bottles and exchange as needed.
I rent oxy acetylene from Weldco
i rent from BOC. i hope your garage is detached, i really wouldn't want my bottles and closer than the shed out back
