It is too difficult to hoard water. There is really no point in hoarding it, as it is already used as fast as it can be pumped in most parts of the world.

In the USA of course, nothing is free - not even the water. Although I'm not a farmer, I've been told that $1,100 per acre foot for irrigation water is excessively high. Most farmers can easily spend a million dollars on water per year at those rates.
"The biggest bid, though, was from Paramount Farming, which pledged to buy 10,000 acre feet of water for $1,100 per acre foot, or a total of $11 million."
The fresh water in Canada is owned by the Queen mostly, and the Crown has amazingly, not charged or surcharged anything more than infrastructure or pump fees per acre foot of water - Yet.
One technically cannot legally hoard water or "buy water rights" in Canada, its all owned by the Queen (and a few natives) In the US, buying and selling water rights is a high stakes and complicated poker game.
