I don't think you can sell plates or transfer it. With that said you return the plates you no longer use but I don't know if it goes through a process before going back into the system as an available plate

Went to register a new vehicle last fall, girl at the counter gave me a big book of all the plates they had in stock. All sequential, couple variations on the first letters.
As I went through, I noticed every plate with two 8's or more was crossed off. She said "asians come in and grab them right away".
Was still cool to look through and pick the one I wanted. Got an easy to remember one for parking
