Basically, show only "no injury" and "minor injury" locations, see what it looks like. There's your study right there.... minor and no injury... speed is fine as the person lived.
Then focus attention on area where there's major pedestrian injury data >2. Having a 1 time incident is basically deemed "accident" and perfect storm of factors. 2 people, it starts the idea that something is wrong here. over 2, I would argue, there's an issue with lighting or signals or speed too close to where people tend to cross the road.

It’s annoying that there’s no recent data. CPS removed downloads for yearly raw data after that compilation was released. We used to be able to grab data for every crime reported yearly.

Alright, I've sliced up the data in Excel. I can send it to whomever wants to review it or criticize the logic.
Feel free to pick apart my assumptions for filtering and I can adjust. If it's actually taking off, I can spend more time and make the data look nicer like the guy's original one...
Flitered to include: All Death accidents, Major accidents >=2, Minor accidents >=3, No injury and Unknown are removed.
Intersections where a death and major accident were counted are only counted once. Arrived at 287 locations of interest.
Just scrolling the data though, most sites are major roads. Richmond Rd has 4 intersections of interest along it. Macleod Tr has 9.
You start combing it down to locations that are residential and I bet you get to under 50 sites. Pretty weak for a blanketing of speed changes.
One could argue what about the 1 minor accident here and there? Well, targeting those is like trying to predict the next B&E or Murder. Might as well get a Pre-Cog from Minority Report to start working.

Future changes: Could review intersections where speed is currently 70km/h or above and that would remove most markers as it's a lowering of speed limit from 50km/h to 30 or 40 km/h.
Add more detail and titles to take it further and prove it's a cash grab within residential areas and not a safety item.
