I agree completely. On assumption that the USA pretty much lied about their thruster capability for the last 50 years, and that satellites do tend to carry the nations most advanced technology. Grabbing one with a grapple and carefully parachuting one back to earth (stealing a satellite) would be a relatively simple procedure for even a smaller nation. I estimate cost to steal a satellite, at well within in the $100 million range.
Does bring up the idea that if NASA occasionally shared technology, people wouldn't bother stealing satellites.
